    It is northeast of Toronto and just north of Oshawa. Due to its location in the Greater Toronto Area , many residents commute to Toronto for work on a daily basis.

    The anchor and largest population base of the township is Port Perry. The township has a population of roughly 22, A smaller Scugog Township was also a historic municipality and geographic township prior to the amalgamation that formed the current municipality.

    The original township of Scugog used to be divided between Reach and Cartwright townships in Ontario County and Northumberland and Durham County , respectively.

    When Lake Scugog was created by a dam in Lindsay in , flooding created an island known as Scugog Island.

    The island was separated from Reach and Cartwright to form Scugog Township in In George Currie built a grain elevator which is currently Canada's oldest grain elevator.

    The new township was part of Ontario County. According to Alan Rayburn's Place Names of Ontario , the name Scugog is derived from the Mississauga word sigaog , which means "waves leap over a canoe.

    Other sources indicate that it is an Ojibwe word meaning swampy or marshy land. The creation of the Regional Municipality of Durham in resulted in municipal restructuring of the various townships in Ontario County.

    The current township of Scugog was created through the amalgamation of the original townships of Scugog, Reach and Cartwright and the town of Port Perry.

    The Township of Scugog is governed by a mayor, a regional councillor and five councillors elected on the basis of one per ward. Ward 1 includes Greenbank, Seagrave, Epsom, Utica and Manchester.

    Ward 2 is Port Perry South of 7A and Prince Albert. Ward 3 is Scugog Island. Ward 4 is Blackstock, Nestleton Station, Nestleton and Casesarea.

    Ward 5 is Port Perry north of 7A. The council holds regular meetings, open to the public at the town hall in Port Perry. We know that one Seneca Five Nation village was located at the mouth of the Rouge River, south west of the Scugog area.

    At first these Iroquois people were here to gather the valuable furs from this fur rich area, but soon Iroquois raiders began attacking other First Nation people who lived to the north.

    The Algonquians: Up along the north shore of Lake Huron and east along the waterways over to the Ottawa valley, groups of hunter gathering people lived.

    They were different from the Iroquoians and they spoke variations of a language which linguists today call Algonquian.

    They included groups called Ojibwa, Mississauga, Ottawa, Nipissing and Algonquin, not to be confused with the language name: Algonquian.

    These Algoquian speakers lived in small family groups in single-family bark covered wigwams and secured all of their needs from their environment.

    They hunted and fished and gathered plant material for food and medicine. Their staple food crop was wild rice gathered from shallow waters in late summer using their birch bark canoes.

    The Move South: At first in response to the Iroquois raids, these highly mobile Anishinaabeg people simply retreated into the forests to avoid the conflicts, but traditions tell of how at some point they joined forces and repelled the intruders back south, all the way across Lake Ontario to the land they were from.

    Southern Ontario was once again open for occupation and by , Mississauga and Ojibwa people, sometimes called Chippewa, were establishing their homes across the area.

    First Families at Scugog: A tale told by an elderly Mississauga woman at Scugog and recorded in , described how the first Mississauga families came to settle at Scugog in the s.

    Her story tells of two Mississauga hunters who were in their canoe on Sturgeon Lake and discovered the mouth of the Scugog River.

    Following up the river, they liked the area around present day Lake Scugog and went back for their families and settled here.

    The two hunters were called Nika, the word for wild goose, and Gwingwik, a bird called a shrike in English.

    Paradise Found: These Mississauga people from north of Lake Huron must surely have considered their new land to be a paradise. The unspoiled forests would have provided plentiful game and fur animals and plants of all kinds for food and medicine.

    Maple trees furnished sap for syrup and sugar and birch trees provided bark for wigwams and canoes. The extensive wetlands would have been rich in fish and waterfowl and the important wild rice was plentiful.

    Winters would have been milder than in northern Ontario, and of course there were no enemies now to watch out for. The Mississauga people undoubtedly would have flourished here for decades; -until things changed.

    The British: During the century and a half of French occupation, relations with Native people had usually been respectful and fair, but in the French were defeated by the British.

    Of course this French defeat in no way meant that the Mississauga Ojibwa people had been beaten, in fact they were never defeated militarily, but with new players, the game changed.

    Paradise Lost: While the French had never needed much land in southern Ontario, the British quickly required vast tracts of it on which to settle the floods of refugees who came pouring north following the loss of the Thirteen Colonies to the new United States.

    In September , the Ontario Lottery and Gaming Corporation OLG took over conduct and management of the Great Blue Heron Casino facility, and at the end of , the Township ceased to receive its traditional share of casino revenues that paid for these municipal services.

    Subsequently, the Township successfully concluded an agreement with the Ontario Lottery and Gaming OLG for the costs to continue providing road maintenance, fire protection, and emergency services to the casino, but regrettably has not been able to do the same with the MSIFN for the remaining reserve lands.

    There have been many discussions with MSIFN regarding the servicing cost. The risk that the financial commitment for the services could drastically change year to year is simply too great for the Township to accept.

    A Township of this size is unable to absorb the costs of providing these services. The OLG provides communities that are host to a casino with host community revenue payments.

    Municipalities such as Ajax where the casino is not located on First Nation's lands receive the host community revenue. However, we have indicated to the MSIFN that subject to the status of negotiations to reach a mutual consensus, all current fire protection and emergency services being provided to MSIFN, along with all road maintenance services, will end effective December 31, Is the Township planning to stop road maintenance, fire protection, and emergency services to the MSIFN as of December 31, ?

    The Township has been negotiating the provision of road maintenance, fire protection, and emergency services with the MSIFN for more than a year and a half.

    Regrettably, the Township has not yet been able to conclude an updated Municipal Services Agreement with the MSIFN for the provision of those services for the reserve lands.

    While those negotiations are continuing, the Township assures that fire emergency services will continue in full as well.

    The Township remains fully committed to trying to find a mutually acceptable solution that ensures the MSIFN have access to these services, delivered in a manner that is financially sustainable for the Township.

    What is the issue with the current road maintenance, fire protection, and emergency services arrangement between the Township and the MSIFN?

    The Township has provided fire and emergency services to the MSIFN since , initially under a negotiated agreement where it received payment for services from the MSIFN.

    Those revenue shares offset the costs of providing the road maintenance, fire protection, and emergency services, as well as contributed to numerous municipal capital infrastructure project over that time.

    The Township acknowledges, and is truly grateful for, the significant value that the revenue sharing agreement with the MSIFN brought to our community.

    However, at the end of and subsequent to the Ontario Lottery and Gaming OLG taking over operation of the casino, the Township stopped receiving its traditional share of casino revenues that paid for these municipal services.
